Adam Jacobs – Executive Chairman

Adam Jacobs is founder and Executive Chairman of Bloom Procurement Services, and Executive Chairman of V4S. He is an entrepreneur with extensive professional services consulting and procurement experience. Over the last 20 years Adam has developed extensive senior level relationships across the UK public sector (Central Civil Government, MOD, NHS, local authorities) and major ‘government suppliers’. Adam has worked extensively across all parts of the UK public sector having established client experience with over 120 contracting authorities.


 

Amabel Grant – Chief Executive Officer

Amabel is CEO of the V4 UK Holdings Group. She joined the business in 2018 as CTO of Bloom, bringing with her a wealth of experience in both the public and private sectors. Her previous experience includes roles with the Office of Government Commerce, where she established the first pan public sector marketplace, as well as the Olympic Delivery Authority, where she implemented the sourcing platform through which the infrastructure and fit-out contracts for the London 2012 Olympics were procured.

She also held senior positions at Crown Commercial Services as Crown Marketplace Programme Director and Procserve as COO, where she built the public sector SAAS marketplace to more than £3bn of transactions.


 

Lesley Kippax – Director of Consulting Services

Lesley is a commercially aware and focused senior executive with significant experience of business transformation and programme management delivery across the public sector – managing an extensive portfolio of contracts across local authorities, NHS and the police. Highly motivated with exceptional interpersonal skills, a proven ability to build strong and productive relationships. Lesley has the ability to provide both strategic and operational planning right across an organisation, leading and developing management, senior teams and third party colleagues.


 

Claire Cook – Business Development & Bid Manager

A proven leader in operational business support and people management with over 25 years’ experience across public and private sectors – latterly service management and delivery particularly within the health, social care and wellbeing sectors. Expertise in contract management, client relationships, business development, bid management and bid writing. Claire manages complex and high value bids from £25k to £30+m, including business and economic growth and resilience, leisure services appraisal reviews and strategic delivery partnership support. A real eye for detail and layering pragmatic solutions to achieve desired goals.


 

Paul Miller – Consultant

Paul is Labour Group Leader and Cabinet Member with strategic leadership responsibility for economic development, leisure, culture and tourism on Pembrokeshire County Council, one of the UK’s biggest and best known leisure and tourism destinations; he has driven major projects including the creation of an independent destination management organisation, destination management plan and provided crucial support during the COVID pandemic. Paul’s experience expands across both public and private sectors where he also leads on a range of major projects focused on regeneration, housing and transformation across the built environment; including the £250m GDV Perceval House Project in Ealing and the £100m transformation of Aylesbury Town Centre programme. His depth and breadth of experience has played a fundamental role in shaping what we offer at V4.


 

Samantha Christine – Consultant

A driven procurement professional with over 10 years’ experience in the public sector, Samantha has worked across a wide range of spend sectors including health & social care, corporate and blue light. MCIPS qualified, she offers end-to-end procurement support including strategic sourcing, category planning and contract management whilst building excellent working relationships with commissioners and suppliers alike. Samantha is known for her can-do attitude and tenacity whilst always looking for innovative and collaborative solutions.


 

Ruth Roberts – Consultant

A CIPS qualified, accomplished procurement specialist, Ruth has experience across both public and private sector; she has an impressive track record of achieving cost reductions and business efficiencies conducted from in-depth reviews and analysis through to the introduction of compliant contracts and transforming processes and procedures. Building strong working relationships, Ruth focusses on project management for leisure and procurement opportunities predominantly within Northern Ireland, most recently supporting a local council to complete a competitive procurement process to refresh gyms and indoor fitness equipment across their leisure estate.


 

Sarah MacNab – Category Specialist

Sarah is a highly experienced procurement professional working across both public and private sectors, leading procurement teams and professional services. She has a deep understanding of operational practices, establishing strong stakeholder relationships, and ensuring continuity of service delivery and managing quality standards across the entire operation. Sarah also heads up the social value team and is committed to embedding social value throughout our entire operation, realising our contribution and how it can be measured. Led by Sarah, we have recently been awarded the level two certificate for social value, a first for any procurement organisation.
