A local council in Northern Ireland appointed V4 to support their Leisure Transformation Project, which involved the transfer of leisure services into a new delivery model. The new model involved an arrangement through the deployment of a local charitable trust, whom the council had contracted to deliver a number of outcomes. The council sought to deliver long term savings which in turn would be invested into new leisure facilities. V4 provided the support for the proposed arrangements, helping to ensure that the savings required and service improvements could be delivered. Advising the council on all financial services and commercial elements, V4 also ensured full stakeholder engagement in the process, including six party group leaders, leisure staff, trade unions and strategic partners.
Through the successful approach taken by V4, the savings made have been used to deliver a capital investment programme for leisure facilities, while successfully delivering on the specified service improvements.Read the full case study
